The conflicting Global field bug has not been fixed.

Yes, this is design limitation of Instant Web Publishing. Right now, as soon as you click into a record in Instant Web Publishing, it locks the record (creates a transaction). FileMaker PRo only locks the record once you make a modification. The problem is that the browser-side code has no way of knowing whether a field is global, so as soon as you go into edit mode, it locks the current record for modification.
Development is aware of this issue, but no further information is available.
That is correct. It is the browser side implementation; not FileMaker implementation. It does NOT occur when using FileMaker Server.
I'm sorry to drag this topic on, but I don't think I was clear in what I need to know: If we don't use IWP, but instead use a Filemaker server -- but users still access the database through a web browser -- will this error occur? I can't test this myself because we are just buying FMP Server as we speak, but a DB that I'm developing is significantly impaired by this error.
So - will this error occur if they access via a web browser but we publish via the Server application? I hope the answer is NO, but I'm guessing it's YES.
If anyone is accessing a database using Instant Web Publishing (FileMaker Pro or FileMaker Server Advanced), then they will encounter the same error. That is, when you edit a record in Instant Web Publishing, the record is locked. With FileMaker Pro, the record only gets locked if you make a modification. This error occurs in FileMaker Pro 9 and FileMaker Pro 10.
If you use FileMaker Server, then you do have Custom Web Publishing (PHP, XML) available, and you can program the layout so that a record is not locked automatically. That is, display a form, read the information, update, then lock and write back to the file.
