FileMaker Pro Advanced is required for runtime creation.
If the product is FileMaker Pro 12 Advanced, then did you already try reinstalling? If you've already reinstalled and are getting the same error, then some of the following troubleshooting steps may help to resolve this issue:
1. Boot into Safe Mode by holding the Shift key upon startup.
3. Log in to the new user and uninstall FileMaker Pro 12 Advanced.
4. Reinstall FileMaker Pro 12 Advanced and updates in the new account, making sure not to reinstall any third party plugins.
4. Now test runtime creation.
Please let me know the results of these tests or if this was the resolution.
i have the same problem in a filemaker 13 and 14 windows version. my 'FMI Runtime Resources' folder is missing. How can i resolve this issue?

I am able to recreate Runtime solutions using FileMaker Pro 14.0.3 Advanced under both Windows 7 and Windows 8.1, and my "FMI Runtime Resources" folder is present on both machines. What operating system are you using so I can try to replicate?
If your "FMI Runtime Resources" folder is not present, remove your copy of FileMaker Pro Advanced, delete the folder, and then reinstall FileMaker Pro Advanced under the Admin account, and this will write new files to your system.
I am using windows 7 ultimate, but i've tested on 8.1 too...
i have made this procedure several times. this gets me crazy. Please help me...

In the screen shot, you are showing the folder for FileMaker Pro 14; not FileMaker Pro 14 Advanced. You will not see the "FMI Runtime Resources" folder in FileMaker Pro 14.
