Description of the issue

Privilege Sets allow us to control which layouts are editable by a group. Allowing a group to edit the layout gives them control of the menu set which is used on the layout. Menu sets may be designed to offer scripts which effectively extend the users privileges. In a tightly controlled environment the opportunity to use the standard menu set would allow access to features such as "delete found set" or "replace".

Steps to reproduce the problem

create a privilege set which allows the user to modify layouts.

Expected result

The menu set should not editable by these users.

Actual result

The user may select the menu set they prefer.
