Another user reported the same problem, and several things were tried to no avail.
Go to Layout Mode (from the View menu) and select the Portal.
Pull down the View menu and select "Formatting Bar".
On the right side of the Formatting Bar, there will be several icons. For line, set it to "1 pt". To the right of that, there is a box for the color of the line/border. Set this to black. To the right of that is the pattern of the line or border. Set this to white on black.
This should then show you your scroll bar.
Your suggestion worked perfectly. The scroll bar is now visible and horizontal lines have appeared within the portal.
We have the same problem on Vertical Scroll Bar NOt Shown.
We run FileMaker Pro 8.5, not 10.
Following TSGal's direction, but can't find "Formatting Bar" on View Menu of Layout Mode.

The formatting bar is actually the Status area on the left side of the window using FileMaker Pro 9 and earlier. At the bottom of the status area is your line width tool. Click on the color wheel and change it to something other than white. You will now see the scroll bar.
