Description of the issue

Web Viewer fails to show even a simple map using the data URL format.  This happens regardless of whether the html is passed to the Web Viewer as a variable or pasted directly into the Go to URL... specifier.

Steps to reproduce the problem

Past the following into the specification for a custom URL for a web viewer on a layout:

"data:text/html,

Test Map

"

Expected result

We expect a simple map of N. America with the title "Test Map".  You can get the expected result by pasting the same thing as a URL for a browser such as Safari (minus the beginning and ending double-quotes, of course).  See attached figure.

Actual result

Instead, the Web Viewer shows the title "Test Map" with an empty white box with a black border.  No map.

Exact text of any error message(s) that appear

No error message.

Workaround

No workaround known.  It is possible to export the html to a file, to which the Web Viewer is then pointed using a typical http URL.  However, because IWP does not support this step (and because we need to use IWP to share the database), we need to create the maps dynamically in the Web Viewer without file export.

(Now if FM were to get Export Field to work--even for local files--that could be done, and lots would be solved!  But until that day, we need another workaround...).
