But "open remote" is the only way to open a hosted file. What am I missing here?

If you can open the file via "Open Remote", then the file is already open on the server. I would restart Admin Console to refresh the screen.
If you feel the file is damaged, then download last years file to your local drive. Open the file locally and save as a clone for 2015. Open the 2015 file, make sure everything looks correct, and then Upload the file to FileMaker Server 13.
