FMGo can only access files its own file location. Open the Cloud drive on your device, then select the file, then select open with, then select FMGo, then your file will be copied to the FMGo Document Path.
Additional note : The file is not hosted on iCloud, the file is stored on iCloud for backup purposes. Your file can be hosted with FM or FMS. You can host the file on your own computer or use a hosting service. https://www.google.com/#q=filemaker+hosting

I have my FM database hosted in my icloud drive. How do I Open the Cloud drive on my iphone to be able to select this file to be opened with FMGo?
Make sure you have the cloud drive explorer turn on.
To turn on cloud drive explorer
3. iCloud Drive
4. Turn iCloud Drive On
5. Turn Cloud Drive Explorer on
To Copy File From iCloud

2. Select iCloud Drive
3. Select the Desired File (databases.fmp12)
4. Select Open With... under the filename
5. Select Open In FileMaker Go
I am on my iphone and icloud drive is on, I do not see where the setting for 'Cloud Drive Explorer' is.
Do I need to download a separate phone app for Cloud Drive Explorer?
Under Setting you will see iCloud Drive tap the > next to On, Then you will see a list of apps, on my iPhone it is the first app, then turn Cloud Drive Explorer on. The switch will be green. No I didn't have to download anything extra. I have the most update ios on my iPhone.
Well it was a new program that Apple had just added in the last year. It was an upgrade to iCloud to allow file access. It came on my phones (iphone 5 and iphone 6) or download with an update, because I didn't download it from the app store. It's not on my iPad 3.
It may have been removed because of iCloud getting hacked. I'm not sure.
Dropbox works well, and is the method I use.
