Thank you for your post.
Swiping between portal tabs is not available in FileMaker Pro 12. However, FileMaker Pro/Go 13 introduced Slide Controls, that allow you to swipe between panels. For more on this, see Knowledge Base Article #12012 at:

OK, yes... I understand that A slide panel can contain many different layout objects however, I do not understand how to retrofit each tab in an portal to be a slide panel while maintaining its tab and portal characteristics. It seems that the entire system would have to be reconstructed and even then I am unsure if the simple behaviour of swiping left and right would move between tabs as intended instead of moving between records.
Additional clarity would be most welcome,
A slide control works on the record level. When you slide left or right, you slide between the panels on the same record. It is very similar to a tab panel, but you cannot slide between tab panels. You must click on the tab to select the desired panel.
You may also want to review the FileMaker Pro User's Guide. See page 81 for working with layout object, and the top of page 82 shows how to create a slide control.
I just performed a search over the web for: FileMaker 13 Slide Controls
There are several topics that may be helpful to better understand how to use them.
