In FileMaker Go, you can either access the FileMaker Pro data as a guest or locally. If you make the file available for Network Sharing, then FileMaker Go can access the data remotely making changes in real time. To put the file on the iPad, plug your iPad into your Mac/Windows computer, launch iTunes, select your iPad in the left pane under DEVICES, click the Apps tab on the right side, scroll to the bottom under Sharing, click the FileMaker Go application in the left column, and in the resulting "FileMaker Go Documents" box in the right column, drag the database file into the right column. This will then copy the file to your iPad. You can then launch FileMaker Go, tap "Device" in the left column, and select the newly copied file.
