The following functions may help:
- Get ( SystemPlatform ) which returns a 3 when performed on a mobile device
- Get ( ApplicationVersion ) which returns Go_x.x.x (example: Go_1.2.1) when performed on the iPhone and iPod touch and Go_iPad x.x.x when performed on the iPad
Here's an idea to help get you started:
If [Get ( SystemPlatform ) = 3]
Go to layout ["Home_iOS"]
Go to layout ["Home"]
You can configure this script to run in File > File Options > Perform Script so that FileMaker will go to the desired layout if the users are on a mobile device.

I am just getting used to setting up scripts, this was a great way to go about the problem.
A bit late, but...
File:File Options has buttons for selecting an opening layout, opening script and closing script.
I use a Startup script assigned by the button in this dialog and it contains steps similar to the above.
You can test for platform, application, language and other things...
