One option is to set up your form view layout in list view. Then you can vertically scroll through your records quite easily.

The entries into this web form populate a database file that is monitored by Product Management and Development. All entries are discussed and considered for possible implementation in a future release. Although I could copy your suggestion and paste it into the web form, there are a couple of contact questions asked on the web form that only you can answer.
I've tried this, but it's not the "real" thing. Just think of the photos app or others -- worlds apart.

Of course it's not the "real thing", but it's simple and it works.
I've also been able to set up a slider as a control for performing scripts. While I was interested in simulating the horizontal scrolling through images, there's no reason why it can't be adapted to perform scripts that do the needed "next record" and "previous record" functions.
You use a three panel slider with the middle panel as the default. OnPaneSwitch is the script trigger to use and there is a get function that can tell which panel was switched to--which then allows your script to either go to the previous or next record.
