It sounds like you have done everything correctly (except pounding your head on the table).
Are you trying to launch Admin Console on the same machine or a remote machine? Try http://<IP Address of Server>:16000 on either machine.
Did you have a previous version of FileMaker Server installed on this machine?
Are any other applications running on the server?
Make sure all the necessary ports are open. For a list, see Knowledge Base Article #6427:
