Try rebooting the machine. This should bring back the admin thing. What version of FMS13 are You running? I've heard that this bug was fixed by the latest patches...

Please note: Mac OS X 10.9 Mavericks is a tested operating system, but Mavericks with the Server.app is not tested.

The following Terminal command will stop all the FileMaker Server processes:
sudo launchctl stop com.filemaker.fms
The following Terminal command will start all the FileMaker Server processes:
sudo launchctl start com.filemaker.fms

I had this problem forever .... the solution for me was this:
Disable progressive backups
Turn off the schedules
Make sure the progressive folder is empty (delete any files)
Enable progressive backups
Use the full path name (including the / at the end)
