I have the same issue. Open then closes. Can't upgrade to v9 until we're at least to v3. I think it may be because Java inside has an expired certificate and the installer's cert expire last July.

We are not aware of an issue updating from FileMaker Server 13.0v1 to FileMaker Server 13.0v3; however, I would suggest instead to use either the full v5 or v9 installer located in the store purchase email or from the following article:
Note: Windows Server 2012 R2 is not tested to be compatible with FileMaker Server 13. You may need to first uninstall the existing installation before reinstalling with the full installer.
Please keep me updated with any progress.
Our store purchase email was for v1 so no help there. I will contact our sales rep.

The full FileMaker Server 13.0v9 installer is the download in the store email from the original purchase. Those downloads are reissued as the most current full installer.

A call to tech support allowed me to download the full version and update our server to 13v9.
