I have the same problem. Did you figure out a workaround?
I did but I'm not sure it is really a solution. Port 591 doesn't work for the new web direct, but t seems to be working on the https port (443) so I just forwarded that port to the correct server and it worked just fine. Good luck!
I am still unsure why their is not an option to change the Port in FileMaker Webdirect 13 like their used to be in the past.
Why should I have to disable ports 80 and 443 on the built in Apache - they are reserved for system level services..Filemaker please give us a way to change the listening port ?
I have been researching this issue for the past 3 days and have been unable to find any answer.
I am going to have to revert back to Filemaker 12 and Instant Web Publishing because at least it supports changing the listening port...
This is very aggravating, and I am in no rush to upgrade any of my clients that use instant web publishing with this limited feature.

Under the "Items to verify" section of the article linked above:
"Ensure that no existing websites on the master or worker machines use port 80 or 443. These ports are used by FileMaker Server on both machines. If the FileMaker Server installer detects an existing website using these ports, the installer prompts you to let it disable that website."
Port 591 is not an option for FileMaker Server 13. Additionally, see the FileMaker Server Getting Started Guide for more information on deployment.
