Which version of Java is installed? For FileMaker Server 12, the recommended version of Java is 7 update 75.
FileMaker Inc. is aware of this issue and our Testing and Development departments are currently investigating. At this time, our recommendation is to leave the Java security level at high, but add http://localhost:16000 in as an exception.

You should upgrade to the recommended version of Java before asking if an issue can be resolved. You may, after all, be able to resolve it yourself, no?

Rick Whitelaw is correct (thank you!) to suggest first installing the recommended version of Java.
The screenshot in your post shows a different application and not the Java version. Try visiting the following URL to test the computer’s Java version:
If not already on Java 7 update 75, then start by installing that version of Java.

Thank you for the response!
Actually now it is working because of your Suggestion that I uninstalled the Latest version & installed Java7_Update75. It shows a message[see Image1] whether i choose "Accept the Conditions" only it opens, afterwards I choosed the Java security level at Low(if i pick Low only Admin Console opens with a message[see Image2]), then added an exception as "http://localhost:16000"..
Now it opens !!
But I dont know that it was permanent Solution or its temporary only. If it is temporary means suggest me to make this better.
