Sorry to be obvious, but have you tried restarting the host machine?
Yes, tried rebooting. I ended up reverting to a VM snapshot. It would be nice to know what caused it and what a fix is versus having to revert using a snapshot.

What specific changes to the IIS configuration were made?
No additional configuration of IIS beyond the installation is necessary with FileMaker Server 13. From page 68 of the FileMaker Server 13 Getting Started Guide:
"The IIS web server must be enabled on the master and worker machines in order for FileMaker Server to operate. The FileMaker Server installer installs the Microsoft Application Request Routing (ARR) extension for IIS, if it is not present. If the ARR installer detects that IIS is not enabled, it will enable IIS."
