Are you able to access the Admin Console? If so, then check to see if the FileMaker Server is experiencing a false license key conflict:
If that is the issue, follow the steps in the article above for the resolution.
If that is not the issue, then the power outage could have damaged the FileMaker Server installation and the next suggestion would be to uninstall and reinstall with the full FileMaker Server 13.0v5 installer.
