I just installed 10 on a 2k3 64bit machine this morning, no issues at all.
Can you connect to the admin console from a different computer?
Tried that too.. but same message there.. so there's something in the server installation that's not ok.
To help the FMI techs help you. Describe your installation in detail. (Which options did you select?)
Describe your server's hardware. (Did you check them against the system requirements in the Knowledge base?)
Which version of Java do you have installed? (Console needs just the right version.)
I realize you may have already checked and eliminated all these possible issues, but posting this info to the forum will save the FMI techs from asking for all this data.
Basically I did the standard installation.. only click on next.
The server hardware is not quite known to me as it is an assigned server for this and I have no control whatsoever.. It's not even in the same country :)
But as far as I can see it's an XEON 5160 @ 3GHz with 16GB ram
Java version is 6 update 11 dunno if it's 32 bit or 64 bits though.
OS I have checked and everything should comply...

Others will correct me if I'm wrong, but I believe that's the problem. You need Java version 6 Update 7. Newer releases are not compatible with the console at this time. See the System Requirements Knowledge Base article for more info.
When I installed FMS10, it installed Java update7.
The system had (has) update13 prior to the FMS install
So the java needs to be 6 update 7 on the server or on the machine that tries to access the admin console?
I Have changed the java to 6 update 7 on the accessing machine and that didn't help at all so I guess the java needs to be corrected on the server..
The issue is that the server has other applications that needs newer java versions!! any idea on how to fix this if possible?
Its for the box that uses The admin console. Have you tried clearing the Java Cache?
Control Panel --> Java
Tried that and still the same message "Database server is not available. To edit server deployment, please start the Database Server first".
The database server is up and running and the fmadminserver.exe is running as the fmserver.exe so is the fmservicewrapper.exe.
Does the java on the server affect anything? The server has java version 1.5.0_17-b04 I don't know if that affects anything.

If you are still having difficulty, make sure that Java 6 update 7 is installed. This has been the cause for many "start the Database Server first" questions that come into Technical Support.
