Please note, FileMaker Server 9 has not been tested with Windows 7, and is not supported when used with Windows 7. FileMaker Server 9 was developed and released before Windows Server 7 became available.
Knowledge base article 6428 states:
The supported operating systems for FileMaker Server 9 and FileMaker Server 9 Advanced are:
Mac OS X 10.4.9 (Intel-based or PowerPC-based Macs)
Mac OS X Server 10.4.9 (Intel-based or PowerPC-based Macs)
Windows 2003 Server Standard Edition SP2
Windows 2000 Server SP4
Windows XP Professional SP2
While later versions of these operating systems may work, you may encounter installation and stability issues for which there is no resolution. FileMaker strongly recommends you use a tested operating system.

Both FileMaker Server 11 (Advanced) and FileMaker Server 12 (Advanced) were tested on Windows 7.
