have you tried to connect to it from another computer? Do you have the port 2399 opened?
some threads below i reported a similar problem. See it at...
On one machine odbc connection to filemaker didnt work (connection refused). So i made a vmware testenvironment. There odbc works fine.
On the machine that doesnt work i found out that nothing listens to port 2399. Try it out with netstat (should be accessible from the cmd dos-box) and tcpview (get it here... http://technet.microsoft.com/en-us/sysinternals/bb897437.aspx ) if there is anything that listens to port 2399. I presume there is nothing that listens.
I am waiting for some response from the filemaker people if there is any chance to repair the port 2399 listener, otherwise i have to reinstall it all from beginning (w2k3) up to the end (fmp server) ;-(
And of course, i already did a repair installation for filemaker server and odbc driver. And the filemaker server console reports odbc as correctly started.

You're right, nothing's listening on port 2399.
At least I know why now. Thanks for the help.
and your filemaker server console tells you that odbc is started correctly?
if yes, please post it, two times the same problem sounds to me like a general problem.

In the server-admin tool is a option to configure, what client are allowed to connect.Filemaker or Filemaker and extern Clients.
Set it to extern Clients.
