Could you launch the FileMaker Server Admin Console on the server and check the settings in the FileMaker Server Admin Console under Configuration > General Settings > Admin Console > "Restrict Access"? (See screenshot below).
Can't get the Admin Console to run on the server either. The JAVA app starts to load and then just quits - no message...

Usually, this indicates an issue with Java, so try reinstalling Java 7 update 60 as a first step and afterwards delete the Java cache and restart the computer.
To confirm, the FileMaker Server 12 Start Page does load in a browser on the FileMaker Server computer, and does the .jnlp file download?
