Shared use of FileMaker Server Advanced - is it legal -and who does it?

Can I pay for s hosted solution to FileMaker Server Advanced - without licensing the software itself?  I am used to Virtual environments and license agreements that are based on the number of CPU's in a server, and the cost of the software is paid once, and shared by many people.  Usually I would have complete   control of the server, with the exception of the ability to reboot, and  few other System Admin functions.  I would need web publishing also.

Is this an option that is OK with Filemaker – and if so, can anyone recommend a good hosting place?
