First thing is first... Have you checked to make sure that your Java for the admin console is Java 6 Update 7. Anything higher is not compatible.
"It starts to verify and then closes again."
That strongly suggests that the file may be damaged in a way that the recover process can't fix. I've seen cases where one version of FMP can open a damaged file where another can't--so I wouldn't be suprised to see server fail to open a damaged file that a different version can.
You might have to replace the file with a back up or rebuild it.
i had the same problem.
this solved it ... go to jour system control (oops, right word? there where you find monitor setup, energy options, internet options, system, software etc), go to the Java control, temporary internet files, and delete them all.
then try to restart the fmp serve console again.
