A couple factors could be the cause of the "Connection Failed" error:
1. Either port 5003 or 443 is blocked from the client machine to the server.
2. The Web Server status in the Admin Console will display a "grey dot" (disabled) instead of a green checkmark.
The Web Server and ports 5003 and 443 are used for the upload process.

2. We don't see a Web Server status in the Admin Console. (see attached screenshot)
3. We tried to upload the files manually by putting them into the directory - can't add the fmsadmin group to the permissions file.
