And, I found language setting in "Preferences". But, I hadn't change it.

You're correct -- the setting is machine/browser independent. The localization is set in Preferences, and then you choose the language. Maybe satoshi_arachi can talk to you about this to see if there's a bug we need to report.
" 新しいストリーム" is the stream name named by default in Japanese-language environment, so it's possible to change it.
Unless the name is changed by itself, even if Language is changed from Preferences, the stream name isn't changed.
It seems another settings are kept through maintainance.

I coudn't get the reason why UI had changed to English, but I don't remember the language setting was there.(Added feature and default language is the English??)
It can be fixed now.
of course, Mark has a *few* more links in the drop-down, but the "Preferences" should be in all users' choices.
