You can allow secretaries access to the HR database via an account with no access to HR layouts.
Fields in the inventory database can still be defined as auto enter, lookup from the HR DB.

One more question for you. How do I make a dropdown in the inventory database that only gives the employees that are "active" (which is a field of yes/no in HR database). I can get a list of all employees (past and present) but I only want active employees to show in the dropdown for inventory.

Create a calculation field that equals the name of the employee if they are active. e.g., "Active Employee" field = If ( Status = "Active" ; Employee Name ) . Then you create a value list using the new Active Employee name field since it will only have active employees in it.
Go back to the Active Employee calculation and click the "Storage" button at the bottom and make sure this is a Stored Calculation. Only stored calculations have an index and can be used for a Value List.
You need to create the calculation field "Active Employee" in the HR table; then it can be indexed, and can be used in a value list.
Calc fields that use references to fields in other tables cannot be indexed.
btw, doesn't use anyone IDs anymore?

I'm not sure on your question regarding the use of IDs. Is there a more efficient way to be accomplishing what I'm doing? I'm new to FileMaker so if you have a better way, I'm all ears and any tips you have would be appreciated.

you rebuild the relation on 2 criteria,
