If you are using FileMaker Pro 10 the article you mention and coherentkris linked should resolve this issue.
As it states you may download and run the batch (.bat) file. Though since that did not work I would recommend manually removing the location "/My Computer/HKEY_CURRENT_USER/Software/FileMaker/10.0/
ToolBars/Bar<xxx> ", also stated in the article.
Though it shouldn't cause this error you may also check that you are meeting system requirements. This information can be found in Knowledge Base Article #6930.
