I am interested in a GUI whereby there would be expanding vertical tabs. Is this possible? I have seen this in some other programs and like how it looks for a workflow process. see example:
If you don't need animation of the tabs use hidden tabs or hidden objects to fake it.
In websites this is "accordian" menu. In FMP, likely in a portal and a way to toggle the "filter" so that main elements are shown and if one is clicked upon, then that also "expands" to show sub-elements. Clicking the same main element (or another element) makes the "expanded" to "collapse". Sorting makes all elements appears as needed. In some places, there is a master toggle to expand all or collapse all.
unfortunately, I am not looking for a portal. It would be a tab. just like current tab behavior, I would want it to expand and reveal any object/field/portal that I want on the layout.
should i submit a feature request?

I used tab control but not hide tab completely, using slide control may be better.

Yes, but not dynamically flexible.
If I were going for a truly dynamic accordion view, I'd use your suggestion (based on Bruce Robertson's Virtual List implementation) and use a portal. But this is a nice quicky substitute for cases where a dynamic option isn't needed.
