How about coping Labels*.flb files from Labels (Inactive) forder to Labels forlder?
Do you use OS setting as US language?
Don't know why the correct answer came up but your suggestions did not work.
OS setting is for US Language.
I dragged the US .flb file from inactive to Labels folder (making 2 US .flb files in the Labels folder, the one added identified as copy), then tried to set up new layout for labels. Got No Labels Installed. Dragged the second US .flb file (copy) back to inactive.
Tried the same thing with the GB .flb file with same result.
Please unmark "correct answer". Thanks.

It seems already unmarked, it can be done by only opening poster or community admin. Replying poster can't mark as correct himself
I saw renaming the .flb file cause automatic reinstall when FM executed on Windows. Do you run on Mac?
Anyway, re-install FMPro may fix it.
