Primary key for a meeting protocol db

I'm in the process of creating a meeting db for a board of directors. I'm having trouble to get my head around how I can get a primary key with a serial number and (the current) year to display correctly.

I want to have a separate table for the board meeting topics on which the topic number is the primary key, and I'd like to have the pk to represent the topic number of that year, ie. "Topic number: 004/15". And next year I'd like to have it start over on 001/16.


Can anyone be so kind to point me in the right direction on how I can accomplish this?
