It's not a stupid question, but no, there isn't a way to control those icon sizes as far as I know. You can only customize what tool groups are displayed and the order they are in on the bar.
There are tooltips on the icons if you hover over them for a second. Eventually you'll just get familiar with them and I think it will be less of an issue for you. Also if you're using OSX you can turn on screen zooming under accessibility and zoom in on specific parts of the screen. That might be useful to learn.

Out of curiosity, have you tried playing around with your hiDPI settings in the Windows Control Panel?
Not sure it will make a difference but it might.
Also, what version of FileMaker Pro is this and what version of Windows?
Thanks Mike, seems odd to me. I can increase the overall size in the preferences (makes the layout large) but not anything else.
A long shot : i have the exact same issue using Parallel Desktop 10.3.0 for Mac with Windows 7 installed , since i changed for a iMac Retina display.
the zoom controls are only for the contents of the window, the toolbar is omitted from that as it's part of the window frame.
I think others might be onto something that your display settings may be off.
fyi - I am on a Windows OS 10 Pro machine with 2@ 4K displays.

I think FM12 may work better on such expensive environment.
