Go to Part Setup and check the options for each part. It could be there is an unintended page break.
But it could simply be the body wouldn't fit on the page so it goes on the next. You could try to make the Bottom page margin smaller (Layout Setup...-->Printing).
Other possible candidates:
- space between objects, which won't shrink (although I can't see any right off in your screen shot)
- objects off the layout, hidden objects, etc. that could inadvertently be considered part of "all above"
- sliding objects that are adjacent to, or overlapping a different layout part, like if the field in the body bleeds onto a subsummary part above it.
One useful way I've found to help narrow down sliding issues is to color the fields and/or parts temporarily (with nice garish colors), and then see in preview mode what's showing in that "empty" space. :-)
It seems all pages end with "sections" part, what options do you set on "section" and "page" part ?

The culprit seemed to be related to the defining of 'sliding objects' in the two large fields. One of the two
large fields was defined differently then the other for sliding objects upwards. I don't quite understand why, something with "all above" vs "directly above", but the change worked and the bottom of the sheet filled with data!!
