Did you update Java as well? I had this same problem recently when updating to Java 8u65. I was using FMS12, though.

FileMaker Inc. is aware of this issue and our Testing and Development departments are currently investigating. At this time, our recommendation is to leave the Java security level at high, but add http://localhost:16000 in as an exception.

Now using Java 8u60 I was able to access the Admin Console again. But this is in FMS12. Right after I updated it stopped working. This didn't appear to be a security issue. Java usually will let you know when it's blocked something.
What I found is after installing fmp server update the admin console would not start.
So, I uninstalled fmp server and bonjour and used fmpps 188.8.131.522.exe for a complete fresh install.
This process installed Java and admin console would run.
Strange thing then happened, the Dell system management would not run which required a repair of that software so that I could monitor the raid 1 on this server.
The problem seemed to be in the fmps updater and the complete install was the solution.
