This error is expected to occur when installing on an untested environment. This includes the Operating System, available hardware, etc. You may want to verify "Windows Ultimate" is updated to Service Pack 1. For more information see FileMaker Pro 14 System Requirements.
As schamblee mentioned, FileMaker Support may be able to gather system information and assist further. Installation would be under Standard (free) Support.
