besides of the ports that might be another issue, WebDirect needs FileMaker Server.
You can set up a file for WebD - but the dialog (menu file/sharing/prepare for WebDirect - or similar, don't have an english system here) tells You that FileMaker Server is needed

when using FM Server, it's quite the same from the users point of view - although different (other technology, the browser has to be pointed to ...fmi/webd instead of ...fmi/iwp, etc.)
at least, if just a few users are connecting. WebD needs a powerfull server when 'under load'
we did some tests and developement is really faster with webd. FMS13/webd was somewhat slow, FMS14/webd seems faster - much faster. Webd is 'more powerful', look&feel are closer to FileMaker Pro

btw. If You are a technet member, membeship includeds a server version that alows You to use one connection - perfect for testing
So the real question is whether or not I can publish my application to a small group on the web without having to purchase a license for filemaker server. And if I upgrade from version 12 to 14, will I loose that functionality?
No, you need FMServer.
Yes, you lose IWP if upgrade. FMPro14 have only connectivity for FMPro, FMGo (these are not web), and ODBC/JDBC.
