This may be known issue on hiDPI monitor.
The result would be unusable, but you can test with changing DPI to 100% on the PC.
It is a well-known issue - and a rather obnoxious one. For text entry-centered applications this is a show stopper.
You are not the only one who observed it. This bug was introduced in v13 and has a "proven" track record:

While still awaiting substantial feedback (I've now put it on my Santa Claus wish list), the official workaround is: Only use the 100% native screen scaling on Windows. This actually makes the cursor marker behave normally but you will have to distribute magnifying glasses to users with a hi-res screen, which leads to the "unofficial" workaround: Don't use hi-res screens in this context.

Our rollout of Filemaker 13 was greatly delayed due to the large numbers of Windows XP computers being used at the time, so we did not see that problem until now.
I have been able to fix the cursor on my Laptop by setting the Windows scaling to 100%.
It works well as my laptop and External monitor both have a screen resolution of 1920 x 1080.
It will be interesting to see what happens where the laptop screen and external monitor have different resolutions.
In the corporate windows world, cheapest rules, so there are not many high resolution monitors out the. That becomes a positive in the current situation.
