Assume from the question that you are using different databases. It would be possible for a clone to be made of the other database that could be sent electronically to you. Then you could copy and paste the layout from one database to the other. If the field names match that would work. However if any field names are different eg. Firstname vs First Name then those field objects on the layout would have to be matched to the correct field after copying the layout into your own database.
There is also an assumption here that you are using the same versions of FileMaker. If they are using a version prior to v12 and you are using one from v12 and onwards then it is more complicated.

This functionality came in with FileMaker v7. If you are running an earlier version you would have to get them to save a copy of the database. The clone is a copy of the database without any records in it. That way the other office is not sending you their actual data - it is only sending the structure of the database. They can then put that cloned file into an email, or onto a usb stick to send it to you. Because it doesn't have any of their actual data in it, the file size will be much smaller than the size of the database with records in it.
Not sure if you mean entire solution or just layouts with the word Templates.
If you need some of the table data to remain for value lists and not need to deal with building layouts, you may just have them send you a copy of a recent backup and then delete the records you do not need and import your own.
