Once FMS is installed, you do not "install" WebDirect, you instead "deploy" it.
Have you tried clicking on Server -> Edit Deployment... (at top-right) and enabling WebDirect in the deployment wizard?
I am agree with you, not install but deploy.
The problem is that the Web Publishing engine does not appear in the Status menu and there is no web publishing item in the left menu either.
In the mean time I installed FMS 14 on another Mac under Mavericks and update FMS with the last version.
Then I update this Mac to El Captain and now I have the Web publishing command (On/Off) in the Status Menu and the Web publishing item in the menu (Left column).
FM recommend to install first FMS and the update, then upgrade the OSX to El Captain.
But the web direct does not work under El Captain.
It was working with FMS 13.
I reconfigure everything the same way, I double check my router and the IP addresses.
FMS14 web direct does not work anymore.
I have almost same problem.
After I updated El Capitan and FileMaker Server 14.0.4, I can't make "web Server" activated.
In my case, I can see the "Web Publishing" menu. But "Web Publishing Engine" tab shows me totally different IP address(127.0.0.1). Other tabs show the right IP address.
I can enable "Web Publishing Engine" but I can't on "Web Server".
So, I tried to edit deployment just in case, it tests the test web server with the strange IP address(127.0.0.1) which I didn't type at all.
And the test fails of course.
I have no idea what it means.
I wish some smart person give me answers.
Possibly implies the process sandboxing (security mechanism in OS) is incorrectly blocking fmserverd's access.
I've seen some chatter about having to use the full FMS 14.0v4 installer -- especially those installing on El Capitan. Sounds like you should definitely get that installer version instead of trying to update.

I download the FMS 14 trial version and install it from scratch and I put my licence number.
Then it works.
Before I started with the version I bought + upgrade -> Fail.
