as far as I know the airport express isn't exactly a router.
On the other side, there is this error message. (traslation from spanish)
Filemaker cannot share files, because other user is sharing files with Filmeaker Pro in this equipment
Maybe this is the real reason I can't connect both devices properly
I once installed a FM Server trial software copy, and I removed it later.
Maybe this has something to do with it?
You can use your laptop as an wifi hotspot, so you don't have to use an Airport Express to connect the iPads to your laptop.
If you are on a Mac, then go to the wifi symbol on the top right corner and select 'Create network . . .'.
I don't know how to set this up under Windows, since I am a Mac guy :-)

this error message tells You that there is allrady a FileMaker or FileMaker Server running on Your machine that shares files over the fmnet protocol
could be that the trial version wasn't complete deinstalled

I checked and FM Server is still running
Is there a proper uninstalling process document for FM Server?
The problem was totally solved, removing the server
