No. Delete All Records is the correct command, and will only affect the found set.
However, if you have cascading deletes set, it may delete records in other tables or even in the same table if you have a self-joining relationship set. Check the relationship dialog on any relationships tied to the table (not just that TO, but any TO for that table) and see if this checkbox is checked:
