I am hitting "Ok" and I am using the Admin Account Name and password, which has full access and is the account I use to do all the programming with.
Are there any scripts with a 'Pause' step running, waiting for you to do something?
Are you using any plug-ins?
What machine (Mac/PC) and OS are you running? IS there sufficient RAM?

'There is no pause steps running with in my program in layout mode.' This may be irrelevant, by why are you managing security when yr in Layout Mode?
Can you manage security on all your other databases or do you get the same behaviour? Create a brand new database and try that. If you can, then there is something specific with the database you are talking about. Do you have a an older back up of the database concerned to see if you can manage security on that one?
It may be database corruption that is causing the issue but to be honest, that is very rare. You can try recovering A COPY of the database and see what happens on that copy. However, massive caveat here. You must never, ever continue to use a 'recovered' Filemaker file - it is the last resort for retrieving otherwise lost data and importing that data into a clean copy. If you do find that the recovered file works then you should go back through your backups to find your last good, clean copy of the database you're using and start from there.
Other than that and short of seeing a copy of your file (with the Full Access password) I cannot suggest anything else at present.
With the previous version of file maker pro advanced I didn't have a problem. I have had the same freezing with FMPA 14.0.4 effect on an old database file which I have not completed work for about a year.
I have used an older version of Filemaker pro advanced 13 on the older database and had no issues.
I think my only option will be to down load Filemaker Pro Advanced 14.0.3 as that worked in the passed.

Maybe turn the Script Debugger on before you open the file and see if you get anything come up there.
I found problem:
Since I moved my computer, my screen lay out was different. FM14 leaves it's windows in the space where it last was not where the monitor might be moved to.
So when I went to the admin console its window was unable to be seen, and there the program would seem to crash.
I am having a similar problem. When I try to manage security, I'm prompted for un / pw then it freezes after that I need end task to get it working right. Another way around this issue if found is to run FMP as admin. This is not good for a number of reasons. If anyone has a solutions i"d be greatful

The original poster figured out that the manage security dialogue was opening off the edge of the monitor. If that is your problem, there's a reset button in preferences that restores all dialogs to their original positions.
