Not by setting "Notification setting" in the "Email Notifications" in the "General Settings". But I'm sure that you already noticed that.
You probably have to create a cronjob that polls "wget http://localhost/fmi-test/phptest.php?lang-en" and sends an email when that fails. On windows there is not a built in alternative for wget, but you could install it there and do the same thing with task-scheduler.
Kinda depends on how WPE fails but you can certainly use a log monitoring tool (for pay or open source) that will notify you when a log event is created to indicate a failure.

AFAIK, not from within FileMaker - but there might be tools available that check for a specific website. Menno's method will probably work as well

Turns out there are a bunch of site monitoring services. For $1.60 a month you can get notified of a site failure alert sent by email or text message. Can choose the ping time down to 1 minute intervals.
I am starting with Monitis.com. Had one correspondence with their tech support who actually answered with a correct and courteous reply.
