Upload file to FM Server 13.0.9.905 and fmapp extended privileges

I seem to recall that when uploading a file to FileMaker Server for hosting that FileMaker Server would, if the file being uploaded didn't have the fmapp extended privileges associated with at lease 1 Privilege Set, that it would apply this to one Privilege Set so the file could be opened from a FileMaker Pro client.

I just uploaded a new file to FileMaker Server 13.0.9.905 using the upload to server menu command from FileMaker Pro Advanced v14.0.4 - I forgot to enable the fmapp extended privileges before uploading but noticed that FileMaker Server didn't enable this for me as part of the upload process.

I had to close the file, download it and apply the fmapp extended privileges but just wanted to check to see if this is something FileMaker Server should have done for me as I recall it doing in the past?
