What is the full path of that URL? It looks like your browser did not understand that it was supposed to save a file and just opened it instead.
Also, firefox is not a supported browser, not sure if that's what you're using, but try chrome or IE instead.
I am using IE 11.
This is the path that gets generated by the admin-Console

Try the save command under the file menu. IE doesn't know how to download a .settings file so it's just showing you the file on the screen.
File > Save/save as, save your fms13_settings.settings file, then you can return to the admin console.
