Plugins are not supported in Runtimes or FileMaker Go.
You may be able to work around this using Perform Script on Server (your point #2) but I'm not certain about this.
But when we do a runtime solution, we find a folder named Extensions.
What is this folder for?
Mainly language dictionaries, I think.
The MBS Plugin works fine in a Runtime.
Just copy to the extensions folder after creating the runtime.
to answer your questions:
FM Go can use "Perform Script On Server" command to run plugin which is installed on the server.
e.g. I have client which use plugin functions to generate barcodes. Script is triggered on the server and puts barcode in a container field. The container field is that used on a layout on the iPad.

We must put the plugin on each computer or on the host computer only?
Depends on where you plan to use it.
You can install it both for server and clients and enjoy the flexibility.
