As far as I know, just being a developer, or even a member of this Community, doesn't give you any discounts on FM licenses. If you're an FBA member, there are some programs that allow you to become a reseller.
If you're a paid member of this community, you do get a development license of FileMaker Server with limited connections for testing and development purposes.

If you already have a copy and license you can install it on the new computer. This assumes the old is being retired and you are still within the use clause the FileMaker license agreemeant.
If you try to connect two copies with the same license to FileMaker sever it will shut the second connection down. It recognizes the license violation.
If you go to Devcon you get a copy of Advanced. Helpful, but not free.
