Related Records over WAN

Given a hosted database where client connects via WAN.  Can anyone help explain the following:

 

1.  When a client layout has a portal, are all child records given to the client via the WAN or are only the related records passed over the WAN.

  -- for example.  A child table contains 10K records, of those 10K, 150 are related to the parent table.  How many records from the child table  are passed over the WAN to the client?
