Why can't I get popover button to work inside portal row?

This seems like SUCH a simple thing to do.

I have a table with a relationship to a child table.  I put a portal on the parent record's layout, using the existing relationship.  The child records display properly.

My intent is to allow editing of the child fields in the popover instead of having to open a different layout.  I created a popover button inside the portal row, created the popover with fields from the child table, but when I click the button, nothing happens.

If I drag the button outside the portal, then it opens up fine.  I even tried a new popover button with a new blank popover, and it doesn't open if the button is inside the portal.

Filemaker documentation says you can put a popover button inside a portal as long as you don't include a portal inside the popover.

What's going wrong here?

My fallback will be using a layout instead, which can be setup to look like a modal dialog, but I'd rather just use the popover.
