Better for me to show you the behavior in a quick 3min YouTube video. Hard to describe for me otherwise. My layout size height is smaller than the window, and even after resizing to fit, I still get a little vertical scrolling. FM Starter solutions have the same behavior. Any idea why?

I suspect there is something else going on here.
I am not able to reproduce this. I too thought this might have something to do with the scrollbars but I played around with all three settings in System Preferences and it worked for me in every case.
Could be OS X version related (I am using 10.11.3.) Could be plug-in related. Certainly not file related if you say it does the same thing with a sample file.
I tried all three scroll bar settings as well. No difference. Same issue.

I get the same behaviour however not always, so this may have some relevance.
If I use my apple magic mouse, I get the bounce in FileMaker Pro and other apps, such as Safari.
If I use a logitech mouse (which is what I mainly use) then there is no bounce, in either FM or Safari.
I would assume, the magic mouse and trackpad (both being touch) have some additional behaviours added at an OS level and perhaps FM14 is just conforming to that.
Although I do sometimes use a Magic Mouse, it was turned off and disconnected from my laptop when I did the demo. I was using the MacBook Pro trackpad in the demo. But I get the same behavior either w or w/o the magic mouse.
However, you are correct! When I plug in an old Mighty Mouse, the scrolling issue disappears!
Now the question is, how do I stop this behavior for a client who will be using my solution on a MacBook Pro 15”?
There doesn't appear to be a setting specific to it, I thought there was under System Prefs > Accessibility, but that's just for inertia.
Edit, I found this, which is for OSX Lion, but gave it a quick try and it disables the effect system wide:
Reenabling it also works, tested on OSX 10.11.3 not Lion.
I am wondering though why the behavior does not show up in FM13 but does in FM14.

That did the trick, and is a nice Band-Aid for my client if he gets annoyed by the rubber banding.
Now I do think Filemaker should take a look at why this behavior is I think correctly turned off in FM13, but is not in FM14. I wouldn't call it a "bug" per se. Perhaps it has nothing at all to do w/ Filemaker and everything to do w/ OSX. But since it does seem to be only happening in 14, all else being equal, perhaps there is a way Filemaker can do in 14 whatever they did in 13.
I kinda like the rubber banding in some apps, like safari, or contacts, etc. So I'd rather not disable it globally. But obviously it's not desirable in Filemaker.

I quite like it in some apps.. but in FM, on a list layout, yeah why not, but I don't think it suits a form layout when the window size encompasses the entire layout.
Config: OS X 10.10.5, FMPA 14.0.2, MacBook Retina 15"
I observe this bouncing also in the following setup:
- A layout in a layout-size window (no scrolling required, no scroll bar appears)
- The layout has a portal with scrolling enabled
- When scrolling through the portal's rows, the layout bounces when the top or bottom end of the portal rows is reached
How could I prevent this bounce?
